VanNingen, 72 Rapid City Fred F. 'Budger' Brewer, 63 Pine Ridge James T. Lee, World War II Vet May 17, 1922 October 13, 2004 LONGMONT, Colo. James Theodore "Jim" Lee was born near Exeter, Nebraska. He was the oldest son of Ruby Crews Becker Lee and Theodore Becker.

The family lived near Exeter, Nebraska, Cozad. Nebraska, Fairburn, South Dakota and eventually settled in Rapid City, South Dakota, where Jim completed high school. His college education was interrupted by World War II. He was in the U.S. Army from 1943 to 1946, stationed in the Pacific Theater.

He was involved in many actions, most notably the Battle for Okinawa. He was training for the invasion of Japan when the war ended and he credited President Harry Truman with ending the war quickly and thereby saving hundreds of thousands of Allied and Japanese lives. Although he had many experiences and accomplishments in life, he requested that his grave marker say simply "World War II Vet." After the war, Jim completed his education, earning a degree in civil engineering from the South Dakota School of Mines in 1948. He went to work for the U.S. Geological Survey and remained with them until his retirement in 1977.1 He began his career with the USGS in the field, surveying for topographic maps.

His field assignments included surveying the Alaskan wilderness near Denali by helicopter in the late 1940's and surveying the Yellowstone backcountry by horseback. He met Lorraine Dobnik Lee of Diamondville, Wyoming, while on assignment there. They married in 1953 and had one son, Frank, in 1954. Jim retired from the USGS in 1977 as Chief of Cartography, Rocky Mountain Division. During his long retirement he pursued his many hobbies, including photography, reading history and travel.

He loved the mountains, old cars, professional football, his family and beer. He was preceded in death by his brothers Walt, Dan and Marion. He is survived by his sister, Harriet Vickerman, of Rapid City, South Dakota, and his son Frank, daughter -inlaw Robin and his grandchildren Kristen and James of Longmont, Colorado. Beatrice Irene 'Bea' Lutz STURGIS Beatrice Irene "Bea" Lutz, 93, Sturgis, died Monday, Nov. 1, 2004, at Sturgis Community Long Term Care Center.

Survivors include two daughters, Janice Peck, Sturgis, and Donna Burdine, Bison; five grandchildren; and 10 great-grandchildren. Visitation will be from 8 a.m. to 9 p.m. Thursday, Nov. 4, at Kinkade Funeral Chapel and one hour before services Friday at the church.

Services will be at 10 a.m. Friday, Nov. 5, at First Presbyterian Church in Sturgis, with the Rev. Howard Smith officiating. Burial will be at 2:30 p.m.

at Faith Community Center Carl W. Goergen Goergen Schmidt June 29, 19461 in Woonsocket. They farmed near Woonsocket until moving to Rapid City in June 1958. He worked in Rapid City for CocaCola Bottling from June 1966 until retiring in 1988. Carl enjoyed his family and doing woodworking.

Carl is survived by his wife Marian Goergen, Rapid City: 2 sons, Daniel Goergen, Sturgis; David Goergen, Rapid City: 3 daughters, Dorothy Smith, Rapid I City: Carla Fitzner, Gillette, WY; Diane Goergen, Rapid City; 12 grandchildren and 9 great grandchildren. He was preceded in death by his parents, Nick and Anna Goergen; 1 grandchild; 1 brother. Anton Goergen and 1 sister, Leona a Wetzel. Visitation is set for 5 to 7 p.m. Wednesday November 3, 2004 with a Spiritual Wake Service at 7 p.m.

Julie Anne Iverson went to be with Jesus on Oct. 28, 2004 after a School in 1977. Was employed by Dr. Burnett MD, RC Med Center, and BH Eye Institute respectively. She is survived by her husband James of Maryville, TN, her parents, her brothers (Jeffrey and Micheal Miller of RC and Randy Miller of Yuba City, CA).

Her father-in-law Glenn Iverson of RC, her daughterin-law and husband Pam Joe Uker of RC and their 3 children. Brother-in-law and wife Tom and Beth Iverson. Her Aunt Billie Uncle John Mason of San Jose, CA. Uncle Jack and Aunt Nancy Morgheim of Denver, Co. Her loving generous spirit will be desperately missed.

Survivors include four sons, Greg Brewer, Pine Ridge, and Michael Brewer, Tyrell Brewer and Anthony Brewer, all of Manderson; two daughters, Connie Cook, El Paso, Texas, and Tracy Brewer, Phoenix; his mother, Laura Brewer, Omaha, three brothers, Tom Brewer, Rapid City, Everette "Gabby" Brewer, Pine Ridge, and Willard Brewer, Denver; one sister, Elena Dameron, Omaha; and 11 grandchildren. "We have to deal with reality of paying for those services. Up until this point we have given at least verbal approval or support that expansion was something that needed to be included in the rates." Alderwoman Jean French was adamant that the proposed rates are too high. "I know we need the funding, but we've got to figure out some other way to do it. It's got to be palatable," French said. Alderman Sam Kooiker said he is concerned about expansion being paid for through rates.

Instead, Koolker wants to take a look at increasing the fees charged to hook up to the city system called tap fees first because they have not been adjusted since 1989. "I cannot support putting the entire growth factor into rates. I'd like to see us start at the other end of the equation. Remove the growth factor from the rates and adjust the fees accordingly to see how much those fees will bear," he said. But funding $500,000 in sewer expansion solely from fees would mean increasing those tap fees 10 times, said Dan Coon, engineering project manager.

And funding $1.5 million in water expansion would mean increasing water tap fees 30 times. Mayor Jim Shaw said the reason the city is at the point now that it needs to raise rates considerably is because rates have not been 1 raised adequately and routinely over time. Shaw recommended raising rates based on what is needed to pay the costs of the existing system, and then discuss ways to fund the nearly $2 million needed for expansion projects. Council President Ron Kroeger agreed that the council has not kept pace and raised rates when it should have, but he argued that rates ought to pay for expansion. "Until we get rates where they need to be this is going to be an issue forever and we're always going to be trying to rob some piggy bank to pay for expansion," he said.

Alderman Tom Johnson said over the past four years the council has sidestepped the issue and hasn't had the courage to charge what is necessary. Johnson said at one time city utilities were adequately funded even though the rates weren't keeping up with the rate of inflation.
