at the church. Scores: Learning environment From Page B1 score of 26, up 11 percentile points from an average score of 15 when the same students were sixth-graders. Secondgraders in Shannon County schools scored an average of 16 on the SAT9 in 1999 and 2000; they earned an average of 23 this year. Heinert, a former state education administrator, said teachers are taking additional coursework paid for by the district and that districtwide curriculum standards have been established. All students in the district, which has grades K-8, have 90 minutes of "sacred time" each day for reading, and an additional 90-minute block will be established next year for math, Heinert said.

The district also spent $575,000 to buy new reading, math, social-studles and science books and other learning materials. The district also gives its own achievement tests in reading, writing and math twice a year. Heinert said she's even spoken with bus drivers and cafeteria workers about making sure students have a pleasant, safe environment in which to learn. Many students have attendance problems, but Heinert said children on the reservation are as bright as any others, and if they can get to school, they can be successful learners in the Shannon County public schools. Shannon County was one of many South Dakota school districts that helped pilot a new achievement test being developed by a private company for the state.

The Dakota Assessment of Content Standards is supposed to contain questions that closely match statewide curriculum standards. All school districts in the state will be required to administer that test twice a year starting in spring 2002. Questions or comments about this story?
