Tuesday, Tasha N. Apple MARTIN Tasha N. Apple, 19, Martin, died Friday, Jan. 11, 2008, at Bennett County Health Care Center in Martin. Survivors include her parents, Albert Sr.

and Claudia Apple, Martin; three brothers, Jeremy Bordeaux, Rosebud, and Albert Apple Jr. and Carlos Apple, both of Martin; and four sisters, Lena Apple, Ronda Apple, Paulette Apple, and Raven Apple, all of Martin. A wake will begin at 11 a.m. Wednesday, Jan. 16, at the Martin CAP Office.

Services will be at 2 p.m. Friday, Jan. 18, at the office, with the Rev. Jeff Cisco officiating. Burial will be at Martin Community Cemetery in Martin.

Sioux Funeral Home in Pine Ridge is in charge of arrangements. Howard W. Millett REVA Howard W. Millett, 91, Reva, died Friday, Jan. 11, 2008, at St.

Joseph Hospital in Lexington, Ky. Survivors include two daughters, Betty Ann, Dallas, and Maxine, Lexington; four grandchildren; and nine greatgrandchildren. His wife, Rose, preceded him in death. Visitation will be one hour before services at the funeral home. Services will be at 11 a.m.

Duncan, Umatilla; one son, Roger Duncan, Valrico, three daughters, Cathy Kreitzer, Hermiston, Sue Sidebottom, Umatilla, and Cindy Powney, Yakima, two brothers, Richard LaPour, Salem, and Ronnie LaPour, Rapid City, S.D.; and two grandchildren. Released Thursday, January 10, 2008 Author: Rich Tinker, CPCINDAA Precip levels vary in 2007 Much of the West River region received more precipitation in 2007 than in 2006, but many areas, including Rapid City, the Black Hills and the plains to the east, suffered through another year of below-normal moisture. Those are some of the conclusions in a year -end report from the National Weather Service. About half of the weather observation sites mainly those in northeastern Wyoming, the northern Black Hills, and south-central South Dakota had above-normal precipitation, according to the NWS. However, some locations are more than 30 inches below normal through the past eight years.

Precipitation amounts ranged from 33.52 inches at Deadwood to 10.39 inches at a station west of Hereford and 11 inches at Oglala. Departures from normal varied from a 9.24- inch surplus at a station 14 miles south of Mission to a 5.7- inch deficit at Mount Rushmore. The station 14 miles south of Mission had its third-wettest year with 28.14 inches of precipitation. Winner measured 32.01 inches of precipitation for its fifth-highest annual total. Gillette, received 20.59 inches of precipitation, the eighth-wettest year on record.

Other stations with aboveaverage precipitation included: Custer, 20.99 inches total, 2.52 inches above average Camp Crook, 16.7 inches, 2.37 inches above Lead, 30.71 inches, 2.26 inches above Faith, 19.84 inches, 3.47 inches above But many West River stations reported well below average precipitation for the year. They included: Rapid City Regional Airport, 12.61 inches, 4.03 inches below average Elm Springs, 13.45 inches, 3.61 inches below Cottonwood, 12.91 inches, 4 inches below Edgemont, 14.71 inches, 1.55 inches below Hill City, 16.45 inches, 4.61 inches below Hot Springs, 14.59 inches, 2.76 inches below 1 Oelrichs, 12.69 inches, 4.22 inches below Downtown Rapid City, 16.09 inches, 3.27 inches below Pactola Dam, 16.07 inches, 4.32 inches below The winter months of 2007 were fairly mild, with only one cold spell in mid-February, according to the NWS. Low temperatures fell to 15 to 30 below zero and bottomed out at minus 38 at Hoover on Feb. 15. Temperatures warmed dramatically during the spring, with 16 observing locations recording the warmest March on record.

July saw many high temperatures above 100 degrees, but averaged just shy of 2006. Rapid City Regional Airport had its fourth warmest year on record, with an average temperature of 49.5 degrees. The a airport reached 100 degrees on 14 days. The high for the year at the airport was 109 degrees on July 7. The lowest temperature of the year there was minus 21 degrees on Feb.

15. Cottonwood had both the high for the year, 111 degrees on July 8 and Aug. 14, and the low, minus 33 on Feb. 15. Weather: Drought persists River County and southwestern Shannon County, according to the NWS.

That type of fly-drive tourism is the reason Black Hills Central Reservations was created almost 10 years ago, said Susan Johnson, the agency's executive director. Black Hills Central Reservations is the Deadwoodbased agency that books travel packages to the Black Hills. She said her agency, along with the Rapid City Air Service Task Force and the Black Hills Digital Strategy Group, have been working to promote fly-drive packages in the Black Hills. "In order to expand our market, we need to target people who would tend to fly in rather than drive," she said.

The rubber -tire market remains the Black Hills' tourism mainstay, she said, but with fly-drive packages, the industry can reach markets much farther away. With new Allegiant Air service to Phoenix and Las Vegas, Johnson said, the Black Hills might be able to attract summer travelers from Arizona and Nevada who seek escape from the hot weather. Meanwhile, one of the biggest issues facing Rapid City Regional Airport in coming years will be parking, said Jerry Mitchell, chairman of the airport board. The existing lots, especially the long-term parking area and the rentalcar parking, are often full. Mitchell said new hangars are being constructed in the area near the old airport terminal, which once housed rental cars.

Winnie Vira Green WHITE RIVER God called Winnie Vira (Tucker) Green home after fighting a long courageous battle to cancer on January 12, 2008. Winnie was the 5th child born to Lonnie and Edna (Stevens) Tucker in Murdo, SD May 20, 1935. Through her younger years she attended school in White River, SD.

She was united in marriage to Gene Green July 25, 1952. They spent their life together on the ranch Northwest of White River. Through their 55 years of marriage, she would be a loving housewife, mother, grandmother, great grandmother caregiver for all those that came through her door. From this union came Kelly, Kevin, Kent, Kyle, Kip Kami. Her family would continue to grow to include 23 grandchildren, 11 great grandchildren.

Living siblings include, Allen and Ila Tucker, Wood, SD, Sister-In-Law Nadine Tucker, White River, SD, Dola and Mike Dreyer, Mosher, SD, Norton and Sherry Tucker, Bemidji, MN Nolan Tucker, Wood, SD with many, many nieces and nephews. Preceding her in death are her parents, Lonnie and Edna, Brothers Calvin Alvin Prayer Service will be Jan. 15, 5:00 PM at Methodist Church, White River, SD.

Funeral Service will be Jan. 16, 2:00 PM at White River Events Center, White River, SD. William LaRay 'Bud' Soper HOT SPRINGS William LaRay 'Bud' Soper, 84, Hot Springs, died Sunday, Jan. 13, 2008, at Michael J. Fitzmaurice State Home in Hot Springs.

He served in the U.S. Navy during World War II from 1942 to 1945. Survivors include his wife, Bertha 'Bert' Soper, Hot Springs; two sons, David Soper, Hot Springs and Kelly Soper, The Dalles, one daughter, Penny Wager, Hot Springs; five grandchildren; and five great-grandchildren. Visitation will be from 5 p.m. to 7 p.m.

Thursday, Jan. 17, at McColley's Chapel of the Hills in Hot Springs. Services will be at 10 a.m. Friday, Jan. 18, at the chapel, with the Rev.

Peter Dahlberg and the Rev. Loyd Nielson officiating. Committal services will be at 2:30 p.m. at Black Hills National Cemetery near Sturgis with military honors by the Sturgis Honor Guard. Arrangements have been placed in the care of McColley's Chapel of the Hills in Hot Springs.
