Border and Wants United 8tates to Recall Troops General reply to the de mands of the United States reached the American embassy at Washington for delivery to Secretary Lansing It is conciliatory in tone and designed to offer a basis for amicable adjustment of difficulties between the two government Pending study of the note the general feeling in Washington was that the crisis which has been only a step from actual war had passed It the unofficial version of the reply is borne out there undoubtedly will be a resumption of friendly negotiations and in the absence of further serious border raids or unwarranted attacks upon Americih troops there will oe little danger of a break According to the information arguable the note believed to have been dictated liy Carranza himself renews assurances that adequate forest oi the de facto government are engaged in suppressing brigandage in northern Mexico and protecting the international Hne admits that a serious sit jetton exists tout
