PLAY THE CLASSIFIEDS New director appointed A new director of institutional planning and research has been appointed at Chadron State College. She is Joanne White Thunder, who has been the information systems director at Kowley County Community College at Arkansas City, the past year. A native of White Thunder Kyle, S.D., White Thunder will develop and coordinate a comprehensive institutional planning and evaluation process.

She also will be in charge of providing data to the college, state college system and external agencies. White Thunder graduated from the Little Wound Schools at Kyle, where her mother, Carol Justus, is a junior high teacher. She received her bachelor's degree in business administration from Oglala Lakota College in 1986 and a master's degree in management information systems from the University of South Dakota in 1990. While attending college, White Thunder worked at OLC, serving nine years as coordinator of management information systems and one year as the systems manager. She is married to Vernell White Thunder, a rancher near Kyle.

They have two childrenChris, 12, and Ellen Marie, 8. Both will attend the Chadron City Schools. Ag scholarship available Two $600 scholarships will be available to transfer students planning to study agriculture at Chadron State College this spring. The scholarships are being made possible from proceeds of land given to the Chadron State Foundation by Ross Magowan, long-time agribusinessman in the Gordon area. In addition, four $400 scholarships from the same source will be awarded for the 1992-93 school year.

Two will be given to incoming freshmen and two to transfers. Selections will be based on academic record, involvement in ag-related activities and a clear expression of goals, according to Dr. Jim O'Rourke, associate professor of agriculture at CSC. Applications for all of the Magowan Scholarships should be submitted by Jan. 13 to the Agriculture and Industrial Technology Department at CSC.

CSC seniors selected Attention Electric Customers of NPPD Fifty-four seniors at Chadron State College have been selected for inclusion in the 1992 edition of Who's Who Among Students In American Universities and Colleges. The selections are based on academic achievement, service, leadership in extracurricular activities and potential for continued success. A vote by the college's professional staff makes the final determinations. The following are those chosen: Terry Ann Anderson, Torrington; Dana Baggs, Mitchell; Brenda Baker, Upton, Michael Boyce, Gordon; June Brown, Bridgeport; Julie NPPD plans to adjust retail electric rates NPPD plans to adjust retail electric rates for 1992 and 1993. However, before any rate changes are adopted by NPPD's Board of Directors, customer meetings will be held to discuss the specific rate adjustments being considered.

We want to listen to your comments and we will answer questions you may have. NPPD's Board of Directors will consider your comments before acting on any rate adjustment. The Directors will discuss the new rates at their February meeting. Presently, NPPD plans to implement new rates for retail electric service on April 1, 1992. Garvin Funeral services for Larry F. Garvin of Crawford will be held Tuesday, Jan. 7 at 10 a.m. at the United Methodist Church in Crawford with Rev. Doug Lewis officiating and burial at Crawford Cemetery.

Mr. Garvin died January 4 at Crawford Hospital. He was 44. A memorial has been established for Crawford Hospital and Crawford Rescue Unit. Donations may be sent to Crawford State Bank.

Mr. Garvin was affiliated with the American Legion. His survivors include mother and father Ben F. and Omilee Garvin of Crawford; wife Margaret (Ann) Garvin of Crawford; sons Benjamin and Michael Garvin; sister Loretta Perham. Chamberlain Funeral Home of Crawford is in charge of arrangements.

Mr. Garvin was born November 19, 1947 in Dallas, Tex. to Ben Franklin and Omilee (Warren) Garvin. Ruth N. Heath Memorial services for Ruth N.

Heath will be at 4 p.m. Wednesday, Jan. 8 at the Christian and Missionary Alliance Church in Cheyenne, Wyo. with The Rev. Harry Bolwyn officiating.

Cremation has taken place at Cheyenne Memorial Gardens. Mrs. Heath, 69, died Saturday in Cheyenne, Wyo. She was born June 28, 1922 in Hot Springs, S.D., and had lived in Cheyenne for many years. Mrs.

Heath was a teacher for Laramie County School District 1 retiring in 1973. She was a member of the Christian and Missionary Alliance Church, PEO Chapter BA and X-JWC's. She is survived by her husband, Jerry whom she married on July 12, 1943 in Chadron; four children, Bill Heath, Mikel Heath, and Ruth Ann Levine of Cheyenne, Jim Heath of Jeffrey City; two brothers, Dr. James Norman of Fresno, Calif. and Bill Norman of Gillette; a sister, Patricia Jessen of Rosette, and four grandchildren.

Friends may contribute to the Christian and Missionary Alliance Church. Paul E. McGannon Funeral services for Paul 2. McGannon, formerly of Chadron, were held January 2 in Denver, Colo. Celebrant Rev.

Darrek Schaffer officiated. Entombment was at Madonna Mausoleum. Mr. McGannon was born July 31,1919 to David and Alice (Eckery) McGannon in Chadron. He attended Assumption Academy.

Served in the Air Force, then made his home in Denver. His survivors include his wife, Helen of Denver, sisters Lucille Arthur and Jane Pfister, both of Chadron; numerous nieces and nephews. Mr. McGannon was preceded in death by his parents, a brother Steve and sister Mary Hickey. Jackson Funeral services for Walter S. Jackson of Chadron will be held Monday, Jan. 6 at 2 p.m. at Chamberlain Chapel of Chadron with Pastor Terry Petty officiating and burial at Greenwood Cemetery. Mr.

Jackson died January 2 at the Chadron Community Hospital. He was 87. A memorial has been established for the Chadron Rescue Unit. Donations may be sent to The Abbott Bank.
